How to seal off loose siding?

Around part of our building, the bottom of the vinyl siding sort of hangs off the wall like a skirt. Is there a way to seal it off down there? I can't think of a practical way to do it.

The bottom piece of siding on a wall usually hooks onto the bottom of a starter strip that is attached to the wall.
