how to insulate floors above an unheated basement?

My contractor installed fiberglass in the ceiling of basement with the paper side faced up slightly touching the sub floor. now the top side is exposed and my tenant is now moving out because she is complaining her kids have a rash from the insulation . The insulation seems to be flaking down from the ceiling. Is there something less expensive than sheetrock to cover this exposed facing?

Foam insulation can be an alternative, but you would have to put something underneath to hold it up (drywall, plywood boards).
But depends on your budget and how much work you want to put into it

Sheetrock is pretty cheap. Am I understanding this correctly, that the kids are spending enough time in an unfinished basement to get a rash from a small amount of fiberglass insulation?

But could you buy it in a small enough roll for you to be able to realize that price difference?
