How to install belgian block?

I'm not sure if I'm in the right forum to ask this, please point me in the right direction if I'm not.
I want to put belgian block around my driveway. I have the block but I'm not 100% sure how to install it.

As near as I can figure I have to dig a shallow trench and fill it with cement. How deep should this be though, I'd imagine not very. Then set the block in the wet cement, about an inch down if that should do it right? With that done take a trowel and throw a little cement between the block and smooth it using the trowel for a square edge or your finger for a concave edge. What kind of cement do I use though and do I need to add morter?

12" concrete mix in lower NY for the base. A mortar mix for the joints. Depth is up to you. But I put mine a little below the surface for looks.

can you pour the concrete directly in the trench, and how do you keep
the height the same on the block all way to the end .
