How to help support a 3/4 cut Joist ?

I am putting down plywood in my attic to add storage space. I came a cross a piece of wood nailed from the ceiling beam to the joist. Once I as sure it wasn't supporting anything I took it out. As soon looked at the joist I could see it was cut 3/4 the way down. How can I reinforce the joist and still put down my plywood?

Are these trusses, or built on site rafters?
What's the width and span of these joist?
Attics need to prengineered if they where meant for storage, most where never meant to be top loaded.
Top load, and the ceilings going to start sagging, and there's going to be plaster or drywall issues.
Can you see why this joist was cut? Attic stairs, vent added ECT.?

The trusses or joist run front to back across the house. I have no idea why it was cut. The access point is in a bedroom closet 4ft away. I have a exhaust fan for my bathroom, but it is 10 ft from the cut.
