how do I seal cracks in concrete stairs and patch a hole?

What type of cement should I use to patch this hole? Do you think if I screwed some of those blue cement anchor screws into it that it would hold the patch better? Should I support the patch with a piece of plywood and a cinder block?
Also, what can I put on these fine cracks to keep water out so that it doesn't freeze and turn into a bigger crack?
