How do I Build Brick planters around patio

I want to build a brick flower planter around my patio approximately 12" high.
However, I really do not want to pour a concrete footer for this.
I was thinking about pea gravel with one layer of cinder blocks for the base.
The brick veneer would then be laid on top ( and around ) the cinder blocks about 12" high.
Question : If I tamp the pea gravel & mortar the cinder blocks, & keep the wall at 12", will the gravel & cinder blocks work for the foundation, or will I end up with cracks in the planters ( brick Veneer ) from movement ?

Retaining wall blocks will give a similar look without a concrete footer or mortar on the courses.
