How to built steps that cantilever out

I don't know how your pricing is up there, but have you considered an in-ground pool? Base price here is about $10K, the way that you want it, about $15K. Might be worth looking at.
Brainstorm. You don't want this to cantilever over the pool very far, correct? How about modular sections, bolted together. Standard deck construction attached to solid bases (plywood). Load the bases with sandbags and surround with a decorative covering like plastic lattice.
Due to water, you would have to replace the base ply every year but everything else would be reuseable. If you were to fiberglass the bases, they would last quite a few years.
Contact me before fiberglassing or epoxying anything, I have my ways. 40 yrs. experience.

How to built steps that cantilever out

Sand bags won't handle the weight. Plus I can afford to have this structure moving. So I'm resigned to putting in post holes. And certainly putting in a decking would be a lot easier in that all of the pressure would be downward only. But these are steps and when you get to the top step and outer edge the pressure will want to push the steps into the pool by lifting up the structure furthest away from the pool. If I could get post holes in the ground, can anyone suggest how these steps could be built from a design point of view?

Do you have access to the back yard for large machinery, like a post hole truck for utility poles?
Sand bags will offset the weight, you're just going to need a lot of them which is why I suggested the decorative cover.
I ran a quick calc. program that I have and used 'sand' as the earth medium. Utility poles, buried to a 6 ft depth with the edge of the pole being 2ft. from the edge of the pool and a U configuration based on 4/10ths of the diameter should meet your requirements.
