How to build a floor of a storage shack

Im building a storage box outside my garage in the weather. I dont want to dig footers or anything like that. The storage unit will site on a concrete area. I know to use pressure treated boards but I dont know how to do the floor. Can I lay the pressure treated 2x4's flat on the concrete and put some plywood on top or do I need to build a floor?

whats wrong with having a concrete floor? How big of an area are we talking about?

What you building? maybe some drawings would help us.

Are you building a deck box sort of thing? Then sure 2x4 on flat with plywood on it would work.
