House sill has lifted
 
I just bought a house from 1974 and on a few walls in the basement the sill has lifted. The house is 1700 sqft ranch style. The sill has not shifted it sits flush with the outside of the walls. They are not rotted or anything they are completely intact. Is there anything I can do to get them fastened down? As you can see the floor joist in the picture runs only an inch or two from the sill so limited access. This section is the worse section the inside part of the sill is lifted about an inch and the outside of the sill is sitting on the basement wall. The wall on this part of the basement is very slightly bowed in but not even close to be worried about it. Previous owner said there was a tree right outside of house and the roots were pushing against the basement and the tree is long gone now.
I post picture as soon as I can find the manage attachment button.

I am sorry but I looked at the post how to attach a photo and it said to click on manage attachments and I do not see the button anywhere. Any help would be appreciated?
