Honda gx120 water pump throttle linkage


I purchased a Honda gx120 water pump and have been having issues getting it running. I will start w/ starting fluid and only runs until it burns off starting fluid.
When I move the throttle from turtle to rabbit the black plastic throttle does not move. I appears to be extremely stiff. The linkages does not look proper. If anyone has any pictures of the stock linkage set-up that would be a great start.
One more thing, the part that sits under the gas tank, is that just a pivot point or does it actually actuate something internal?
