I need to replace entry steps sitting on concrete. Currently rotting pine. What would be the best wood choice for this project?

Pressure treated pine is usually the cheapest in terms of the balance of longevity vs. price.
All other species of wood carry varying degrees of longevity and price and whether those terms are acceptable to you is really a matter of personal taste. (look and feel). |

Tough to get a good shot right now due to the sun. I need to replace the steps. Clean and stain the deck as well. |
What about oak?

I'd replace them, in kind, with pressure treated pine. That's what your deck looks to be made of. That way once you've cleaned and stained all they will be the closes match. That conrete pad looks in great shape so you'll only need to rebuild the step on top of it. Use those old steps as a template and build a new set to match.
