Help with water main seal leak!

Well we have gotten now about 5 inches of rainfall in my area since yesterday with no signs of stopping. I went down to the basement to work on it tonight and noticed something very upsetting. Just below the main water pipe there is a wet area. It seems to leech down the wall about 4-5 inches. Its obviously very slow but its there and its the first time I have ever noticed it.

There seems to be some black stuff around the pipe, im guessing they just drill a rough hole through the foundation on install and fill it with some sealent stuff?

What should I do? I have no idea how to fix this but obviously can't finish that wall area with the leak, at the current state its minor but everyone knows how water is!

Thank you very much!

-Mark

When you have leaks, you should try the easiest, reasonable solution first (Because it sometimes works).
Thus:

Try Hydraulic Water Stop Cement:

I will give that a try, so I just smear it on around the brass pipe? Thanks as usual Atlantic!
