90% pf homes here are slab on grade, and most tract homes are built accordingly, since it is less expensive to construct. I have used custom plans that could go either way....slab or basement.

The "realtor" sounds like someone whom has a realtors license that's in cahoots with a development corporation and doesnt know much about the building side of the business.
I dont know where you are, or how big the house is but it sounds expensive too. Perhaps land is high there?
Lawyer is def. in order.
