Hardiebacker frame....nail into mortar or concrete Block ??

Im putting up a wooden hardiebacker frame. Should I hammer into the mortar or the concrete block?

Ive been told both by different people...one of whom seems more qualified than the other.

Mortar makes sense, but the block is stronger-- no? yes?

Thanks
Drew
