can't you use wood studs for the jack studs and header then wrap them with steel studs since the wood studs can fit inside the steel.

I have worked in multiple buildings framed with steel studs- bearing and non-bearing applications. They can do anything wood can including headers. You have probably only seen light gauge material which has limitations.

the same heavy gauge metal studs used for the walls and track will be used in the header in a heavy gauge steel stud wall. it is a whole other ballgame when compared to wood framing but the same principles apply...
