gas fireplace

I'm in the process of remoldeling a 1930's house, there is a beautiful gas fireplace in the living room. Whatever was used on the inside looks like plaster is just crumbling down with a touch of the hand, what should I use to recreate the inside walls that is fireproof. I should also say I'm on a low budget.
Thanks,
Chad
