garage conversion into living space with bedroom


i own a home that has a two car garage built underneath it.
the garage is split into halves one side is used for storage the other is empty dead space to small for either of our suvs.
The empty space is directly below my teenage twin daughters room. we would like to knock a hole into the floor drop a stairway into that area and create a 2 floor suite for them.
the only issue is that the furnace is built into the side of the garage,and currently isn't fully enclosed. Without calling an inspector, and the city out, and wasting our time and theirs. We want to know would it be ok to convert the garage into living space for them?

Why would you be wasting their time when they are the ones you are supposed to be talking to anyway. Call them on the phone and ask them. They won't just come out and tell you what to do. They will tell you what you need to do over the phone.

Yes, you can, but you have to follow all building codes.
