Garage Conversion

I'm converting my garage. When I frame the opening I will be attaching the sill to the stepped down apron that the gargae door closed on. It is 1 1/2" down from the garage floor. Seems this would leave the door draginfg the finish floor. Shouldn't I add a second board to the sill to raise it above the garage floor. The floor just inside the door will be tile and transition to carpet. Once I've hung my new door what would be the best way to hide the sill before the siding goes up. I intended to hold the vinyl siding up off of the apron by a small amount. Any ideas would be appreciated.

I talking about the stepped down area in the picture of the garage floor. In the picture I found online of a finished facade you can see the sill. I want to avoid that and I am looking for suggestions to that end.

You don't build the exterior fascade that way. You build it so the threshold is above the concrete. You take into account both the interior and exterior issues and you plan accordingly.
Failure to do so is poor planning.
In the picture above, I would pull the door and raise it up over the concrete lip, taking into account the interior flooring situation.
