Framing a Wall with a Soffit on Top

Hi all,

Iím framing my basement and I have a question. Can I build a soffit on top of an outside wall? I have pipes running the length of the basement along the outside wall. I want to build a soffit to enclose the pipes and attach the top plate to the soffit instead of the joists. Is that possible? It would be shallow soffit and I could build it with 2x4 instead of 2x2. What do you think?
I would just be so much easier than rerouting all the supply lines.

Thanks for any advise. Seth R.

It's done many times and will look fine when finished. Becareful not to hide those things that shouldn't be hidded i.e. gas pipe connections boxes etc.
