Frame/Soffit for pipe in basement


I am trying to figure out the best way to frame our main sewer pipe in our basement. We are trying to finish the basement, but I struggling with the pipe and the pitch.

The main sewer pipe runs along the walk-out basement wall. It has a pitch to it. I would like to try and soffit the pipe, but also be able to have it properly fireblocked, as the building inspector mentioned all soffits need to be fireblocked.

I have attached a photo, but trying to get some ideas on how to properly frame the pipe.

Build a horizontal chase, fire-blocking it from the ceiling (floor) cavities above and the wall cavities below as per: How to fireblock framing

Thank you for the information.
So to build the chase, should I box out the pipe with with 2x3s?
To fireblock the soffit/chase, should I use plywood to block the vertical wall section or the ceiling section in the chase? Or do i block both?
