foundation waterproofing

The front of my house has a high foundation showing...3 ft. My wife wants to put a new garden spot there...up against the foundation so I want to waterproof that area. The poured concrete foundation has been painted and I want to know what to use. It will be a small area of waterproofing, about 35 sq. ft.
Thank You, MJSCH
