Foundation Damage?

I've got this place on the exterior of my home that appears to be foundation damage. I've poked around it and it doesn't feel like concrete. The broken part feels more like rubber. Anyway, I'm not sure what's behind it because I haven't really dug in there yet. But I do know that the other side of the wall is my kitchen and this is very close to my kitchen sink.

I've got two questions:
1) Can you speculate what this is?
2) More importantly, how should I go about repairing it?

that's not a drain for the kitchen sink is it? do you have a basement?
No basement. The sink is right on the other side of this wall, but I don't think this is a drain. I've never seen any water coming from this spot.


Insulation coating/cover, over a drain line?
That's what I suspect, based on the way the material feels. It's like a hard rubber, like a shingle.

Looks like a slab foundation, the drain may have just been run to close to the edge of the slab and it busted out.

Dig down some gently in that area and remove the busted conctre and repair with hydrolic cement once it's cleaned out.

Alway's a good idea to have you location in your profile.
By the looks of your plumbing and the way it was run I'd guess you live in the far south.
Plumbing in an outside wall is a big no no in most areas.
