I have a 6 inch high foundation protruding 4 inches past the sill plate and wall that is on it. How do I cover this cement so that will not go moldy and will look good and is insulated.

Where is it, house, garage, shed?
Any pictures?
Why do you think it's going to get moldy?

Thanks for your response. It is a detached studio room at the back of my house. The prev. owner had glued plywood to the cement to cover it up and it had a black dusty mold on it. I removed the plywood and would like to water proof , insulate and put some kind of finish like sheet rock on it so it has a finished look. I need some advise as just what to do to this ledge. The room has a cement floor.
Thanks.
Don

What's on the outside?
Sounds like a stem wall, two choices, box it in or build the wall out.
The likly reason it moulded up is it's not waterproofed on the outside, and that materail should never have been directly atached to concrete. Never put any wood except pressure treated wood in direct contact with concrete.
Paneling would wick up moisture.

The out side cement foundation that is above ground is painted. How would I box it in? Vapour barrier, hard insulation , spray foam ?
Can I paint a water proof sealer on the outside.
Don

Will add a picture later today.
