Floor sagging issue, unsure how to fix

Hello all this is my first post. Girlfriends two story townhouse(with basement) has a pretty bad sagging issue on the first floor. I am a little unhappy that the building inspector(Me) missed it when I did the walk through before purchase.

I will let the pictures do the talking, As soon as I saw the issue it made me















What would be the best way to fix this? Thanks!

Thanks for the reply Bondo. Thats what I was thinking about doing. Some issues I see is that the sagging issue above it is smack in the center of the very small basement(right where the joist is cut). So putting a post there would be a big pain. It looks like I cannot move the toilet any due to it being so close to the wall(hence cutting the joist.

It looks like the best way would be remove the main HVAC line to get good access to the busted joist and provide strength.

What is the best way to strengthen the joist? My girlfriends dad owns a tool and die shop so access so steel is not an issue. Would a 1/4'' thick steel plate be good? say 3' x 6''?

girlfriend is pressuring me to install new tile in the kitchen but its pointless to do until this is done.

Are you sure that cut joist is the reason for the sag? It appears to have a second joist already installed beside it. If it is the cause of the sag, I would carefully jack the sagging joist back up to level and sister a new joist to the side of the old one. Glue and screw it. Jacking up could make the upper level cabinets etc go out of level if they were installed when the floor was sagged.
Also repair the leaking drain pipe. I see dried water drippings on it.
The flying splices also need to be in junction box. But I suppose you know that or you wouldn't have posted the picture.
