Thanks for the reply Bondo. Thats what I was thinking about doing. Some issues I see is that the sagging issue above it is smack in the center of the very small basement(right where the joist is cut). So putting a post there would be a big pain. It looks like I cannot move the toilet any due to it being so close to the wall(hence cutting the joist.
It looks like the best way would be remove the main HVAC line to get good access to the busted joist and provide strength.
What is the best way to strengthen the joist? My girlfriends dad owns a tool and die shop so access so steel is not an issue. Would a 1/4'' thick steel plate be good? say 3' x 6''?
girlfriend is pressuring me to install new tile in the kitchen but its pointless to do until this is done.
