Floor replacement

We are getting differenct opinions on how to reconstruct a floor in our church. If we put two layers of flooring (sub floor and then flooring) directloy over the subfloor do we want a moisture barrier between the two. Half the contractors want to do a moisture barrier and the other half say it will rout the subfloor and begin to smell musty. This is, of course a wood floor over a crawl space.
