Filling in old Heat Ducts

I have old heat ducts that have colapsed. They are underground and I am just trying to figure out what is the best thing to fill them in with. I have come up with foam insulation or sand not sure which one would be better Unless there is something else.

If they have collapsed, by definition, they can't be filled in. Even if they are partially collapsed, you would only need to fill the areas where the ducts entered the rooms.
Out of curiosity, where are these located and how did they collapse? On a slab house, they're covered by the concrete.

The ducts are under a concrete floor in my Pool room. They are not completely colapsed just in some spots. Who ever put them in did not encase them in concrete. I am having a new *** furnace installed and have to have new ducts run. So I wanted to fill in the old ones to try and prevent and more collapsing and any drafts that may come up into the room
