Embedded joist in brick course


I'm purchasing a foreclosure and working the bank over for repair $'s. Home was built in '65 and has one room that is built off the main house. Main house has a regular basement with this room acting like an addition but I don't think it is. This room is over a 1/2 crawl space/full height basement. Room is 12X24 and the entire house is built on/around slate rock. I think this room is over a crawl/full height basement because it sits on big rock. The joist are embedded into the course of brick and is rotten. The water runs through the crawl space to the block wall that is under the main house. The water then goes thought that wall into the the basement. The basement walls need to be braced, they bow 1" (not bad) and have significant cracks. The grade outside is actually a concrete apron level with the end of the joist. The drainage is pathetic and the grade outside needs to be fixed, which would included busting up the apron, and may include busting up the rock that this room sits on. Which, will probably crack all the brick work on the house. Regardless, my question is (after the grade is fixed outside)...would filling this crawl space with gravel/vapor/concrete be acceptable to address the mold infested, water cavity created over the last 40 years? I'm looking for ideas. Cracking the concrete and rock around the house to fix drainage, digging out around the basement and water proofing, then tearing out joist and replacing is the direction...but what is my best strategy. there's a good pic attached
