Dry-Lok basement blocks before drywall?

Hello,

I plan on drywalling my basement. It is actually a lower level of a split, and is completely dry. No water issues. I'm down to the bare cinder blocks. They had been previously painted once before by one of the previous owners. They were then covered up with that nasty faux wood paneling.

I was thinking painting the walls with Dry-Lok before I glue down 2" foam. However with the walls being previously painted, I'd have to some how remove the paint from the blocks before applying the Dry-Lok.

I'm just seeing if anybody has any thoughts on this? Is it necessary? If so what is the best way to remove the paint from the blocks? Thank you for reading and any suggestions.

Dry-Lok basement blocks before drywall?

nevertheless, i'd do a moisture test 1st to be more certain there's no wtr issues,,, home bldrs only warrant dry bsmts for 1 yr as they know it generally takes longer for the problems to appear.

why do you think you need to remove the existing paint ?

Dry-Lok basement blocks before drywall?

I have taped the piece of plastic to the wall, left it for a few days. It was dry. After days of non stop rain the level smells fresh, no must. I've been here two years and inspect all the time... My house is also 44 years old, so warranty issues here.
