Does unused concrete powder go bad?

I have a couple bags of parging cement in my garage that have been there for a good 2 years. I want to make some thick parging mix to fix some cracks and holes that were created when my concrete deck was pulled out. (this thing was a beast) Am I safe to use this? I guess I can just go ahead and try it but if it's for sure a bad idea, then may as well not bother. I'll also use some adhesive and might drill some pieces of small rebar and chicken wire to try to make it attach better.

This is what I want to fix up:

Basically just a layer around that to waterproof and bug/vermin proof it. There's a few sections that have a hole big enough for a mouse to fit in.

You got the patio out!

I know that didn't answer anything, just an observation. :)

You should be okay as long as it didn't get wet.

Yes, it was quite the ordeal. Entire day for pros with big toys. I said F it, contracted it out.
