Do you need to insulate behind soffit?
 
I am building a soffit that is against a wall that I will be insulating.


Do I bring the insulation all the way up from the bottom to the top plate or do I stop it where the soffit begins?

If I do, is it ok for the insulation to be near the ductwork when it will be enclosed? (Fire hazard?)

I would suggest that you just insulate the entire wall itself.
That will provide your heating envelope or conditioned space.
Then the soffit is simply some wood in front of the insulated wall and it does not require insulation.

...And, yes, you can insulate right up to ductwork...

Just so I have this straight.

If I insulate and put vapor barrier on the entire wall, then the heating duct will be close to the vapor barrier, and that's ok?

Yep. That heating duct is not going to heat up to any point of danger...It's just pushing out warm air....

Depending on your local building codes, you might need fire blocking in the wall at the soffit.
