How do you make an aggregate patio over an old cracked cement one?

If you have the height available, you can pour over top, however, please understand that this may not be a good choice.
The old concrete cracked for a reason.
Most common issue is an improperly compacted base.
My suggestion would be to remove the old, prep the base and re-pour with an exposed aggregate mix.

My two cents worth agrees. New concrete over the old will end up with cracks in the same places.
