Design for observation deck

What are the special code considerations for a second level on a deck? I want to expand an existing deck to add about a 10' by 10' area with an observation deck above it. So basically this would be a new 2-level deck. I know there is a 14' height limit on 6x6 deck posts. But what about this second story? I suspect lateral wind and seismic loading may also come into play with this second level sitting on top of the first one.

If I end up needing engineered plans for this thing, I'll probably just find something else to build.:)

Need to check your local codes, and if you live in a HOA, they would have to be met with to get their approval. Keep in mind, that you may have to pull off the old deck to put up the proper posts, and footings to support the upper deck. That could also mean that you may be required to use 8x8 or steel posts & i-beams.

No home owners association to deal with, thankfully. I guess I might as well give the county a call to see what they say. Thanks.
