Deck Dryspace

I have a 16x14 deck above a walkout basement with a 10x16 brick patio. I am looking for inexpensive ways to make it a dryspace and have ruled out fiberglass panels, any ideas ??

Deck Dryspace

My next door neighbor installed metal roofing on the bottom of his decking joists and put gutters on each end to divert the water away. He did it about 15 years ago and it's still working great. He keeps his mower and other tools underneath it and they stay dry.
