Deck being built before footings?


we only need 12" below ground here in NC so for decks-pre building the bones and decking it is the norm and the inspector can inspect everything at once. if it works out with the inspector and does not require a guy sitting in the truck waiting for the inspector to inspect a few holes then we will dig the holes first and get them inspected prior to building the deck. like if the inspector is on the job for something else have him sign off on the footings and the deck is good to go, just have to pass the entire deck at final inspection.
