Depends how much you are cutting, and what you are doing. You can get a diamond grit 7" circular saw blade for under $50 but it only cuts about 2 1/4" deep. There are some you can rent at tool rental places that are larger. You can use a hammer and brick chisel if you are only taking out a few bricks.

If its a solid wall, use a hammer and chisel.
If its a veneer, safer to use a disc cutter.

Need more info and some pictures.
There's company's that all they do is cut concrete. There going to have the tools and know how to make a perfect cut and will know how to cut in to add a steel support once it's been cut.
Once it's cut out every other 1/2 block will need to be cut out and replaced with a 1/2 block to end up with a smooth surface.
