Default Crossover for foundation drain

What is the preferred method for crossing over from an external footer drain to an internal sump pump?
Do you crossover through the footer by placing a pipe across the middle of the footer forms, or should a pipe be placed under the footer?
The footers are 1' high, and I had planned on using a 4" drain pipe.
