Bleach on the dirt? I can't comment on that, but would tell you to consider landscape fabric first.
As far as a window(s) that open: ABSOLUTELY.
You need to create ventilation. If possible: Cross-ventilation. Code dictates what you need to have per SF ventilation...based on the area of the crawl space. Do some research on this.
