Crawl Space into Mini Storage Room


I just bought a house with a small basement but large crawl. The crawl space has gravel with 4 or 6 mil plastic over it, and is about 4' tall. I was hoping, considering the height, I could almost finish it into a miniature storage room. Shelves will be simple 2x4 and plywood homemade units. My question is with the 'flooring'.

What are my options with building a floor over gravel? It's storage and I'm on a budget, so I don't want to go all out here. No matter what I do, I was going to lay a second layer of 4 mil plastic down to support more weight/movement over it without wearing through it.

Can I nail together a simple 2x4 frame (say 15'x20' OD), with supports across every 24", install T&G plywood over it, and simply lay it there? Would I get all kinds of movement since it's sitting on gravel? Around the perimeter I would build the shelving which would be fastened to both this new 'floor' as well as the existing joists above. Being storage, some movement/shifting/noise really isn't a big deal, I just want to know if you all think it would be solid, and hold together.

Bad idea? Should I just throw stuff in there in tubs like everyone else? It just seems to me like framing a small storage room in there wouldn't be too difficult, and would improve the looks and ease of use.

Ayuh,... Is it reasonably level, 'n dry,..?? year-round,..??

Line it with free pallets from dumpsters...
It won't cost ya a dime, 'n you can pack the place Full of totes, or shelfs, or whatever....

Good questions. It looks level. Since it's just gravel, I can adjust it as needed if I find out otherwise.

Their is some moisture visible beneath the plastic, so I'll double up the plastic. But overall the lumber in the area and air is very dry.
