Covering recessed lighting with insulation

For insulating my attic, I have heard that I should leave a 3" no insulation zone around lighting fixtures like recessed lighting cans.

I am now using those cool and energy efficient flourescent tubes instead of incandescent bulbs, so, it makes a lot less heat. Is it now safe to cover the fixture with insulation batting?

Thank you.

Only if the recessed lights are rated for in contact with insulation. If the cans are not rated for in contact, the you have to maintain the clearance.

I apparently did not read far enough on the fixture. It is an IC.

Does this mean I can seal it for air as well?

Thank you
