Covering a large hole in concrete block

I am a new homeowner. In the basement there is a crawlspace going through my basement wall about 4' off the ground and about a 4'x3' area. I was wondering how to close this off or minimize it to keep my cats out of the crawlspace?

half of a plywood sheet + hinges + latch = door

If it's just to keep your cats out and not damage your blocks, I would use some heavy plastic and some good duct tape.

Not much to add to TarheelTerp's suggestion. When you buy the Tapcons, get the kit that includes the drill bit. Easy.
