Covering a Basement Wall That is painted


I am finishing my basement and the previous owner had painted 3/4 of the basement with paint on the walls.

I am trying to find out if I need to strip the paint before studding out my walls or is it ok to build right over it ?

depends,,, what color did he use ? ? ? not to worry - stud away

just pay attn to moisture tests, insulation, air space offset, etc

if you hear it from a guy in the apron store, be VERY suspicious the mtl/method will work,,, when it time to build something together, they won't answer phones NOR help
