Correcting Insulation


We own a 1 1/2 story home which of course has knee walls on the second floor. Although it has soffit vents and a ridge vent, the rafters are packed with insulation that prevents natural air flow from the soffit to the ridge. Is there any way to promote this air flow? How many square inches of clear space is needed between the rafters to make it efficient?
