Condensation on outside of windows between window and screens

I had new Hawthorne double hung windows with low e argon gas installed about 5 months ago. Every time it rains, there is condensation on the SOME of the windows, between the screen and the windows. I know there should be some water on the windows (after all it's rained), but it is now happening even when its not raining now. It takes about 6 hours for my windows to clear up; before that we cannot see through them at all. Example: On one window in my bedroom, the top pane is completely covered in condensation, while the bottom pane is totally clear. It bugs me to no end! What can I do?

It's likely that it's caused by the humidity outside and the Air conditioning cooling the outside of the glass to the dew point. It's been a very humid summer here and I like my house cool so I see that a lot in the mornings (the cooler nightime temps let the glass cool off more and the outside air is closer to the dewpoint temp).

You can set your A/C to a warmer setting so the glass isn't as cold. You can install insulated curtains and keep them closed at the times you know are problematic. You can adjust your A/C supply registers so they don't blow towards the windows so the glass doesn't cool as much.

For the top to fog and the bottom to be clear I would think you have either:

A. An AC outlet blowing directly on that upper window.

B. A considerable air leak between the two sections that is admitting cold air from the house out to the exterior surface of the upper section.
