Concrete and wicking?

I just moved into a new home and I'm having a problem with water wicking up through the concrete garage floor. There appears to be several spots which appear darker in color, with one that seems to be constantly wet. The wet spot has actual water droplets sitting on the surface. Does anyone know what could be causing this or how I can fix it?

Thanks,
Kelly

Concrete and wicking?

I think my shop has the same thing going on. I always assumed whoever poured the slab failed to place plastic before the pour.
