concrete shoring?
 
I have an exterior load bearing wall that does NOT have a footer it is only setting on a 4" pad. I am renovating and the city says that it needs to have underpinnings. What does this mean?

There are 2 possibilities. Most likely what it means is that you need to find a way to support the wall while you excavate underneath it, then pour a concrete footer. However, underpinning usually refers to driving deep piles to support a foundation. I don't know how they would expect you to do that, so most likely they want you to do the former.
