concrete overlay or "resurface"??

I have a screened in patio (15x30) with a "raw" concrete floor ( not sealed or painted) and it is exposed to some wind and rain ( no cold temps.) I want to build up the patio floor to the same level as the rest of the house, (about one inch ) But since the patio area is exposed to some wind and rain, I would like to get a rougher non slip type of surface. Some of the "locals " here tell me just to put a bonding agent down and plaster it like the outside of the house. (smooth stucco ) But I have been told also that the plaster/stucco may not stick and may crack ?? ( I live in Belize and experence, technique and knowledge are very limited, so are materials.)
I have read a lot of articles and now I am not sure what would be the best way to do this? overlay or resurface. I myself have some basic construction knowledge ( just enough to get myself in trouble) any suggestions? (avatar,is a pic of house from a distance showing patio exposure )
