If the footing is for a giant dog house or small shed, sure. I am sure local code will not allow it. It might be helpful to know what you are using it for.
Concrete blocks are typically used in a vertical setting on a poured concrete footing for foundation where local code allows it.
And pass an inspection? No. You need solid concrete with rebar. Make a keyway in the footer for the wall.
