Concrete Flaking


I just had my foundation poured a few weeks ago. I noticed a few issues I would like to ask about. I can follow up with pics if needed

The foundation in several sections (mostly the corners) is flaking, two feet to the right of the corner it is smooth and nice to touch, it looks like it has hairline cracks throughput the corners as well, I was told this isn't an issue. I believe in quality work, and to me this doesn't look too good. Should it flake if it is new?
