concrete entrance steps

I have several step leading to townhouse second floor entrance that are have divets and cracks. All this was formed over a bathtub area inside the home as part of a bathroom. Basically the ceiling of bath is extended into underside of concrete steps. Can I parge or recoat the concrete and waterpoof it to stop water from pooling up ontop of stoop. If so, How do I go about this?
