Concrete buildup on patio


I have a cast iron manhole in my brick patio. The paver guy bordered the manhole with cement (about 2" all around), but the level of the cement is about 1/8" to 1/4" lower than the bricks and the flange of the manhole. I want to bulidup the level so that it is all flush with the patio surface. I've done stucco before, but always over fresh cement. This cement is about 5 months old, and pretty rough. Should I put bonding down first, or just wet and finish? My final goal is to stain the cement a brick color and seal so that it blends in with the patio.

If you live someplace where it freezes in the winter, don't worry about it being low, as it won't be long before the concrete ring breaks up and you will have to replace it properly!

I'm in Miami FL. Freezing is not an issue.
